In May 2026 the Paris MoU decided to develop practical guidance on suspected fraudulent registrations and certificates; until published, prescribed procedures or indicators cannot be anticipated.

The 59th Committee noted growing cases and decided to develop practical guidance for a harmonised regional response. The notice does not yet publish operational content, indicators or a distinct procedure.

Practical Example
If a certificate does not match the official register, the ship presumes neither fraud nor a procedure from the future guidance: it verifies with the flag Administration and issuer/RO, preserves evidence and follows competent-authority instructions.
What Typically Goes Wrong
Presenting indicators, consequences or procedures as content of the future guidance before publication; or inferring that the general rise in detentions was caused by fraudulent practices. The Committee notice establishes neither those details nor that causal link.
