Fraudulent Certificates and Registrations: Paris MoU Guidance under Development
A discrepancy in certificates or registration is checked by verifying ship identity, flag authority and issuer through independent official sources. Retain evidence and responses; distinguish the Paris MoU guidance announced in May 2026 from procedures already applicable.

Start with the specific discrepancy: ship name and IMO number, claimed flag, document number, issuer, date or endorsement that does not match. Record what was compared and against which source, retaining the document received. A differing copy or outdated record needs clarification; it does not authorize the ship to conclude that fraud has occurred.
Seek confirmation from the flag and relevant issuer/RO through official contacts obtained independently of the suspect document. Keep ship identity/nationality, registry or issuer authorization and individual certificate validity distinct. Retain the response, date and provenance; if doubt remains, refer it to the competent authority and follow applicable instructions.
The 59th Committee noted growing cases and decided to develop practical guidance for a harmonised regional response. The notice does not yet publish operational content, indicators or a distinct procedure.

Presenting indicators, consequences or procedures as content of the future guidance before publication; or inferring that the general rise in detentions was caused by fraudulent practices. The Committee notice establishes neither those details nor that causal link.
