Harmonized System of Survey and Certification (HSSC)
HSSC harmonizes instruments within the system, normally around the five-year cargo cycle, but does not make every certificate's surveys, validity and extensions identical.
Annual Survey
At MEPC 84 IMO approved draft BWM amendments for possible adoption at MEPC 85; the BWMS performance-test survey is not yet adopted and has no fixed May 2028 date.
Intermediate Survey
The mid-cycle check that replaces one of the Annual Surveys with a more extensive examination: its fixed window (second/third year) makes it stricter than crews often assume.
Renewal Survey and Certificate Renewal
The extension up to three months to reach the survey port and short-voyage grace up to one month are distinct mechanisms subject to Convention conditions and Administration authorization.
International Load Line Certificate
Alterations affecting conditions of assignment require assessment and sanction; article 19 ends validity where material alterations make increased freeboard necessary.
Tonnage Certificate and IMO Number
A.1215(34) is the current integrated IMO scheme; mandatory SOLAS XI-1/3 thresholds and the broader administrative allocation scheme are distinct perimeters.
IOPP Certificate: the Supplement is the document that matters
International IOPP carriage depends on tonnage and Annex I/7 voyage scope; a domestic ship outside that certificate requirement is not automatically outside applicable MARPOL Annex I provisions.
Condition of Class and Recommendations
Conditions of Class follow Society Rules; PR 1C governs suspension/reinstatement/withdrawal for overdue items, while PR 1A concerns transfer and suspension does not automatically invalidate every statutory certificate.
Safety Construction, Equipment and Radio Certificate
Safety Construction and Equipment apply from 500 GT, Safety Radio from 300 GT within SOLAS scope; I/12 also permits a combined Cargo Ship Safety Certificate.
ISPS Certification (International Ship Security Certificate)
ISSC applies to SOLAS XI-2 categories engaged on international voyages; an invalid or expired ISSC indicates clear grounds and may lead to detention, but does not cause it automatically.
MLC Certification (Maritime Labour Certificate and DMLC)
Two distinct documents meant to be read together: the certificate declares compliance, the Declaration explains how the Company intends to maintain it day to day.
Managing Surveys under Dual/Multiple Classification
PR 1A governs transfer of class, not simultaneous maintenance of two classes; in 2026 Rev.11 is current and Rev.12 is future from 1 January 2027.
Statement of Compliance for Ships in Temporary Lay-up
A ship in temporary lay-up is not exempt from class and statutory obligations: the survey regime is reduced but not eliminated, and reactivation requires a dedicated survey before returning to service.
Digitalization of Statutory Certificates

Interim Certificates
Interim DOC, SMC, ISSC and Maritime Labour Certificates are distinct mechanisms with their own conditions and durations; they attest interim conditions, not completed definitive verification.
Coordination between Class Surveys and Statutory Surveys (RO)
The statutory certificate attests that the ship may sail, the class certificate that the ship is structurally sound: two different things, but in the great majority of cases the same surveyor verifies both during the same visit on board.
Change of Flag and the Shadow Fleet: What Changes for Surveys and Certificates
At a flag transfer the printed expiry date of old certificates cannot be relied upon: each instrument has its own transfer provision and new-Administration documents must be effective when required.
Coordination between the HSSC Cycle and SIRE 2.0 Vetting Inspections
SIRE 2.0 maintains readiness across the applicable Question Library, but each inspection uses a ship-specific CVIQ with core and selected rotational questions; personnel answer for their duties.

CDI-M: the Ship Inspection Report for chemical tankers, gas carriers and beyond
The Chemical Distribution Institute's inspection scheme: since 5 February 2024 the tenth edition of the Ship Inspection Report covers five vessel types with a single core questionnaire and a type-specific Chapter 5. It is not mandatory, and like SIRE it decides who gets the fixture.
