Next-Generation ECDIS: the S-100 Framework
MSC.530(106)/Rev.1 makes the revised S-100-capable standard voluntary for new ECDIS installations from 2026 through 2028 and required for all new installations from 1 January 2029, without universal retrofit.
Operational Explanation
Phased implementation follows ECDIS installation date, not a general expiry of every unit or S-57 product. Installations before 1 January 2026 follow the standard applicable at installation; new installations in 2026–2028 may voluntarily apply Rev.1; all new installations from 2029 must apply it. S-57 and S-100 coexist according to capability, HO availability and IHO roadmap.

- Plan data services, licences, updates, cyber/change management, familiarisation and fallback.
- Continue using compatible available official S-57/S-100 products without inferring universal retrofit.
Practical Example
An ECDIS installed in 2024 does not automatically become non-compliant in 2029; a new installation delivered in 2029 must meet the revised standard under the applicable definition.
