Ro-Ro and Vehicle Spaces: New Fire Detection and Protection Requirements (2026)

From 1 January 2026 smoke and heat detectors in vehicle, special category and ro-ro spaces must be individually addressable: it is no longer enough to know that a detector has sounded, you need to know exactly which one.

Operational Explanation

Resolution MSC.550(108) amended SOLAS Regulation II-2/20 (Protection of vehicle, special category and Ro-Ro spaces), while Resolution MSC.555(108) amended Chapter 9 (fixed fire detection and alarm systems) of the FSS Code. Together, these two amendments redesign how spaces carrying vehicles must be monitored and protected against fire.

The most significant practical change concerns individual detectability: for ships with keels laid from 1 January 2026, smoke and heat detectors installed in vehicle, special category and ro-ro spaces must be individually addressable, so that the alarm system precisely identifies which detector triggered the alarm and not just the general zone. Linear heat detectors are also permitted, provided they are tested under the normal ventilation conditions expected for the space. This requirement is not retroactive: the chapeau of §20.4.1 confines it to passenger ships “constructed on or after 1 January 2026”.

What falls on existing ships is something else, and there are three of them. The new §20.2.1.3 lists them: “Passenger ships constructed before 1 January 2026, including those constructed before 1 July 2012, shall also comply with regulations 20.4.1.6, 20.4.4 and 20.6.2.3”. In order: heat detectors where a smoke detector already exists; a video monitoring system with recording; and a fixed water-based fire extinguishing system based on monitors protecting the weather decks intended for the carriage of vehicles. All three by the first survey on or after 1 January 2028.

This topic is distinct from the subject of fixed extinguishing systems (CO2, water mist), already covered in another topic of this module: here the focus is on the categorisation and structural/detection protection of ro-ro and vehicle spaces, not on the delivery systems for the extinguishing agent.

Regulatory Reference

Resolution MSC.550(108): amendments to SOLAS Regulation II-2/20 (protection of vehicle, special category and Ro-Ro spaces), including new requirements for exposed decks intended for vehicle carriage. Resolution MSC.555(108): amendments to Chapter 9 (fire detection and alarm) of the FSS Code, requiring individually addressable smoke/heat detectors. The package was adopted on 23 May 2024 and is in force from 1 January 2026.

What applies to new ships. The chapeau of §20.4.1 is explicit: “The requirements of paragraphs 4.1.1 through 4.1.4 shall only apply to passenger ships constructed on or after 1 January 2026”. That covers the individually identifiable detection system (§20.4.1.1), combined smoke and heat detection, the alignment of detection sections with the drencher system sections (§20.4.1.2), the alarm presentation interface (§20.4.1.3) and detection on the weather deck used for vehicles, with different settings alongside and at sea (§20.4.1.4). For cargo ships §20.4.1.5 applies, again only from the same date. On ro-ro passenger ships constructed on or after 1 January 2026 §20.6.2.1 (fixed water-based system based on monitors complying with the FSS Code) and §20.6.2.2 (drainage sized for not less than 125% of the combined capacity of the monitors and of the required fire hoses) apply as well.

What applies to existing ships. The parent provision is §20.2.1.3, which points to three paragraphs, each with its own transitional clause set at the first survey on or after 1 January 2028. §20.4.1.6: on passenger ships constructed before 1 January 2026, “including those constructed before 1 July 2012”, detection shall provide “smoke and heat detection throughout vehicle, special category and ro-ro spaces”, with heat detectors subject to the same spacing and coverage rules as smoke detectors — and required “only… where there is already a smoke detector”. §20.4.4: continuous video monitoring of vehicle, special category and ro-ro spaces, with recording available for replay at a continuously manned control station or at the safety centre; for existing ships the minimum replay period is 24 hours, against the 7 days required of new ships. §20.6.2.3: “a fixed water-based fire extinguishing system based on monitor(s) shall be installed in order to protect areas on weather decks intended for the carriage of vehicles”, each monitor rated at least 1,250 L/min, with lower flow rates permitted by the Administration where the required rate is not practical given the size and arrangement of the ship, and alternative arrangements permitted for ships that had already installed a monitor-based system before 1 January 2026.

The individually identifiable detection requirement — which is this page’s title and subject — is not retroactive. The obligation to install water monitors on the weather decks is the most expensive item in the package. The retroactive obligations are not one but three: §20.2.1.3 also lists video monitoring and the additional heat detectors, and the latter is to all intents a detection obligation for existing ships. And the addressees are not only ro-ro passenger ships: §20.2.1.3 says “passenger ships”, and the chapeau of section 6 “passenger ships with vehicle, special category or ro-ro spaces”.

Scope of Application

Passenger ships constructed from 1 January 2026 follow II-2/20.4.1.1–4, including individual identification. Cargo ships from that date follow the separate §20.4.1.5 without adding individual identifiability unless required by system approval. Existing passenger ships follow the retroactive duties by the first survey from 1 January 2028.

Procedure / How to Complete It

  1. Identify ship category, construction date and space type.
  2. For new passenger ships check §§20.4.1.1–4, including individual identifiability.
  3. For new cargo ships check §20.4.1.5 without importing the passenger requirement.
  4. For existing passenger ships plan §§20.4.1.6, 20.4.4 and 20.6.2.3 by the applicable survey.

Practical Example

Example: a shipyard laying the keel of a new ro-ro ship in March 2026 designs the vehicle space detection system with individually addressable detectors, so that in the event of an alarm the fire control system indicates exactly which detector triggered it, allowing a targeted response instead of a generic evacuation of the whole zone.

What Typically Goes Wrong

On this package the costliest mistake is not delay: it is planning the wrong retrofit. The individually identifiable detection requirement is the one most talked about, and it is the only one of the three big themes that does not fall on existing ships. The obligation that does fall on them and that requires yard work — piping, pumps, monitor positioning, safe access ways or remote control — is the fixed water system of §20.6.2.3 on the weather decks. A company that budgets in 2027 for upgrading detectors and not for the monitors reaches the first 2028 survey with the money spent and the deficiency intact.

What the PSCO Checks

On this package the Port State Control Officer’s (PSCO) first step is to establish the ship’s date of construction: which column of requirements is enforceable follows from it. On ships constructed on or after 1 January 2026 the PSCO may check individual addressability of the detectors, the alignment of detection sections with the drencher sections, and the presentation of alarms. On earlier ships, from the first survey on or after 1 January 2028, the object of the check is different: heat detectors present wherever a smoke detector exists, video monitoring with at least 24 hours of recording available for replay, and a fixed water-based monitor system on the weather decks used for vehicles.

Does individual identifiability also apply to new cargo ships?
Not from §20.4.1.5 alone. §§20.4.1.1–4 concern passenger ships; on a cargo ship it may arise from the specific system approval.
