9 August 2026 — independent technical review
An independent technical review of the platform produced 117 observations. The corrections below are those affecting regulatory substance: a wrong citation, a wrong scope, a rule stated incorrectly, or a confusion between the Port State Control, ISM and Class regimes. Each was verified against the source before being applied; where the review turned out to be wrong, no change was made.
- MSC.520(108) → MSC.520(106)
The resolution amending SOLAS chapter II-2 on the fuel oil flashpoint declaration was adopted by MSC 106 (10 November 2022). The entry-into-force date already stated, 1 January 2026, is confirmed by MCA MGN 713. — topic page - SOLAS III/19.3.5 → III/19.3.6
The enclosed space entry and rescue drill introduced by resolution MSC.350(92), in force since 1 January 2015, is paragraph 19.3.6. Corrected in all 8 places, including the PSC Knowledge Base table and the Learning Center quiz. — topic page - SOLAS III/28: pick-up and landing area
III/28.1 requires a pick-up area on all ro-ro passenger ships with no length threshold; III/28.2 requires a landing area on passenger ships of 130 m and upwards built from 1 July 1999, with no ro-ro requirement. Cruise ships were wrongly excluded. — topic page - Green Passport: it is the IHM, not the IRRC
The green passport is the traditional name of the Inventory of Hazardous Materials (IMO Guidelines on Ship Recycling, res. A.962(23)), not of the International Ready for Recycling Certificate. — topic page - Renewal Survey: a dating rule, not a limit on early completion
SOLAS I/14 sets no earliest date for a renewal survey. Completed within the three months preceding expiry, the new certificate keeps the original expiry date; completed earlier, the five-year cycle re-bases from the completion date. — topic page - Oil Record Book: applicability, code F, item format, timing
Applicability restated per Regulation 17.1 (150 GT tankers, 400 GT other ships; the oily water separator is not a criterion); code F is the condition of the oil filtering equipment, the ODMCS belonging to Part II; the practical example now uses the Appendix III item numbers (C: 11-12, F: 19-21, H: 26); recording is «without delay» per Regulation 17.3, with the 24-hour and same-day tolerances removed. — topic page - Bilge water: Regulation 14 and automatic stopping
Regulation 14 is titled Oil filtering equipment; the automatic stopping arrangement is required for ships of 10,000 GT and above. Added the Regulation 15 condition that the ship be proceeding en route. — topic page - Garbage: international voyage, plastics, Special Area
Reinstated the Regulation 10.3 criterion of voyages to ports under the jurisdiction of another Party; the prohibition on plastics is stated together with the Regulation 7 exceptions; in Special Areas comminuted food waste is permitted with the ship en route at not less than 12 nautical miles, and the practical example now gives the correct reason for retention. — topic page - Sewage: the Regulation 11.1.1 conditions
Added the conditions that do not depend on distance: ship proceeding en route and discharge at a moderate rate approved by the Administration, not less than 4 knots for ships with a holding tank. Removed «always permitted»; MEPC.227(64) applies to plants installed on or after 1 January 2016. — topic page - ISM: non-conformity definition and the role of PSC
The definition now carries the objective evidence of paragraph 1.1.9 and the two operative elements of major non-conformity (1.1.10); «minor» is presented as practice, not as a category of the Code. Port State Control has been removed from the sources of non-conformity: it issues deficiencies with an action code. — topic page - CAPA: ISM corrective action and ISO practice
The ISM Code requires corrective action (Section 9.2). Preventive action and the CAPA acronym come from ISO 9001, which removed preventive action in 2015: they are presented as a Company choice, not as an obligation. The Learning Center flash card has been corrected accordingly. ISM paragraph 1.2.3.2 corrected to 1.2.2.2, here and on the cyber risk topic page. — topic page - DNV figure: the classed-fleet perimeter
The 64 detentions in Q1 2026 refer to the DNV-classed fleet, as the source states. The qualifier has been restored throughout and the figure moved out of Regulatory Reference: a class society's commercial publication is a statistical source, not a regulatory instrument. — topic page - Paris MoU detention rate: regional, not global
The 4.18% for 2025 is the Paris MoU regional rate, alongside 6.78% Black Sea, 4.38% Indian Ocean and 3.53% Tokyo. Corrected in the PSC Knowledge Base, in Regulatory Updates and in the quiz. — topic page - Net-Zero Framework: not adopted
The October 2025 extraordinary session adjourned the decision by twelve months; the resumed extraordinary session is set for 4 December 2026, immediately after MEPC 85 (30 November-3 December 2026). No entry-into-force date exists before adoption. — topic page - North-East Atlantic ECA: entry into force and application
The amendments enter into force on 1 September 2027; the SOx and PM limits apply from 1 September 2028, twelve months later; NOx Tier III follows the three-date principle. — topic page - SOLAS III/19.3.2: scope of the drills
Every crew member takes part in at least one abandon ship drill and one fire drill each month, on every ship to which chapter III applies, not only cargo ships. The two drills are distinct and are logged separately: the checklist title has been corrected accordingly. — topic page - The vocabulary of the three regimes
The recurring section heading «PSC Observations» has become «What the PSCO Checks» on 402 pages: in the Port State Control regime the outcome is a deficiency, while observation belongs to ISM audits and to SIRE inspections. SIRE and CDI employ inspectors, not auditors; TMSA is the Company's self-assessment, not an inspection. Flag Administrations employ surveyors; a class surveyor issues Conditions of Class, recommendations or memoranda, not observations. Special Survey and Renewal Survey are two regimes, not synonyms. - Italian terminology
«Operazione con olio» has become «operazione con idrocarburi», the term used in MARPOL Annex I; «organizzazione riconosciuta» has become «organismo riconosciuto», the wording of Regulation (EC) 391/2009 and Directive 2009/15/EC. «Paris MOU» is now spelt «Paris MoU», as the Rotterdam Secretariat writes it. - Work permits: practice, not an IMO requirement
No IMO instrument sets a maximum validity for a work permit: the 12 and 24 hour figures come from ISGOTT, from sector codes and from the Company's SMS procedure, and are now presented as such. — topic page - IACS Rec. 133: nature and exclusions
Added title and date of the Recommendation (November 2013), its non-binding nature as a tripartite pilot scheme, and the exclusions that change the decision: passenger ships, High Speed Craft and ships under the Enhanced Survey Programme are not eligible. — topic page
