Operational Explanation

HKC follows flag/authority scope and exclusions: existing ships complete IHM Part I and initial survey/certification by 26 June 2030 or before recycling; there is no universal first harmonized renewal trigger.

Regulatory Reference

Hong Kong Convention, in force 26 June 2025; MEPC.222(64); separate EU SRR 1257/2013 Articles 11–12.

Scope of Application

Ships flying a Party flag/under its authority subject to express exclusions, not a generic international-voyage test. Arrange HKC survey with Administration/authorized organization.

Procedure / How to Complete It

  1. Determine HKC flag/authority scope and exclusions.
  2. Keep EU-flag/third-country EU-port regime separate.
  3. Prepare IHM Part I and initial certification by 26 June 2030 or earlier recycling.
  4. Do not rely on ordinary HSSC renewal to issue ICIHM.
  5. For PSC present documents legally due on inspection date, not voluntary progress.

Practical Example

An existing in-scope ship schedules HKC initial survey before 2030; an EU-port call may already trigger separate EU SRR documents.

What Typically Goes Wrong

Limiting HKC to international voyages, using first harmonized renewal as trigger, or treating progress toward ICIHM as an autonomous PSC requirement.
