Critical Spare Parts Management

Once critical equipment has been identified, the question becomes: if it fails today, is the spare part really on board? Critical spare parts management answers exactly that.

Operational Explanation

Once critical equipment has been identified under the ISM Code, managing the related spare parts becomes itself a safety element: a sudden failure on a critical component with no spare available on board can turn routine maintenance into a prolonged emergency, especially far from ports with spare parts availability.

The minimum stock level does not arise from an IMO obligation. It arises from industry practice and the vetting regime: the OCIMF Safety Critical Equipment and Spare Parts Guidance and the TMSA self-assessment are recommendatory, and become binding only contractually, when a charterer or a vetting inspection requires them. It should also be said that OCIMF itself sets no universal threshold: it states that “the identification of safety critical equipment and the need for safety critical spare parts is a complicated subject and there is no one-size-fits-all solution”, and moves the criterion onto timely deployability — “the ship's personnel should be able to deploy safety critical spare parts in a timely manner to manage immediate risks”. The responsibility for defining the levels therefore remains with the Company, but for the right reason: because no external source fixes them, not because an external source imposes them in generic terms.

Declared limit: we could not identify a specific question in OCIMF's SIRE 2.0 Question Library on critical spares, and therefore we do not cite a question number. The OCIMF document on critical spare parts exists and is in the organisation's document library; its full text was not read.

Regulatory Reference

ISM Code, par. 10.3, as amended by res. MSC.273(85) (in force from 1 July 2010), in full: “The Company should identify equipment and technical systems the sudden operational failure of which may result in hazardous situations. The safety management system should provide for specific measures aimed at promoting the reliability of such equipment or systems. These measures should include the regular testing of stand-by arrangements and equipment or technical systems that are not in continuous use.” The words spare, stock, inventory and minimum do not appear in 10.3 at all. The paragraph imposes three things: identify the critical equipment, provide reliability measures, and include in them the regular testing of stand-by arrangements and equipment not in continuous use — which is the paragraph's only concrete, verifiable obligation. The minimum stock level is a different thing and comes from somewhere else. OCIMF guidelines on Safety Critical Equipment and Spare Parts provide a widely used industry reference, although without the force of a mandatory rule.

Scope of Application

Every spare component associated with equipment identified as critical in the ship's PMS, including auxiliary machinery parts whose failure could generate a hazardous situation.

Procedure / How to Complete It

  1. Derive the critical spares list directly from the critical equipment list identified under ISM par. 10.3.
  2. Define the minimum stock level for each critical spare, considering resupply availability in the ship's typical operating areas.
  3. Periodically check the condition of critical spares (especially components subject to deterioration, such as gaskets or rubber elements).
  4. Track the consumption of critical spares and reorder promptly, not only when stock is exhausted.
  5. Coordinate with the Company the availability of critical spares that cannot be stored on board (e.g. very expensive or bulky components), planning for their rapid procurement.

Practical Example

Example of management: spare gaskets for the critical auxiliary cooling pump, checked every 6 months for deterioration from heat/humidity exposure, with automatic reorder triggered upon reaching the minimum stock threshold rather than upon exhaustion.

What Typically Goes Wrong

Significant prolongations of onboard failures, with consequent loss of operating time or the need for towing, have frequently been traced to the unavailability of a critical spare part on board, even though the equipment was correctly classified as critical in the ship's PMS.

What the PSCO Checks

Critical spares management is not typically subject to direct PSC documentary verification, but can emerge indirectly in the event of detention for failure of essential equipment that cannot be resolved quickly for lack of spares.
